The FAA’s Own Civil Aeronautical Medical Institute (CAMI) – designer of tests for pilots, controllers, etc. for decades was left out of the mix- regarding the BQ. Why pay tax dollars for something the FAA has expertise in? Likely because CAMI’s October 2014 Report says the BQ needs several more in-depth studies before bvalidation. although the FAA is falsely stating that CAMI designed the BQ…..

The second BQ was allegedly “validated” by actual certified professional controllers after NATCA plead with them to help APTMetrics, Joe Teixeira and David Boone out. Only a few hundred had signed up prior to pleas by Dave Boone buddy (and NATCA VP) Patricia “Trish” Gilbert. Keep in mind the controller ATSAP program was designed in cahoots with Boone, Teixeira, and NATCA sellouts Rinaldi and Gilbert.

CAMI sources say the method used to try and validate the second BQ was also not valid. Why? APTMetrics- as a scoring component of the BQ – allowed FAA supervisors, without any training in psychological testing and evaluation to subjectively rate the controllers. Yes, hundreds of supervisors without any training in such things rated controllers based upon their “opinions” of the controller. Why would NATCA ever facilitate this? Controller immunity regardless of how bad performance is or how often it occurs. This is called BIAS. Refresher for APT hacks (including you): bias refers to systematic error in the estimation of a value. A biased test is one that systematically overestimates or underestimates the value of the variable it is intended to assess.
PILOTS TAKE NOTE- while FAA inspectors clamp down on you for even the slightest error- regardless of safety- the FAA has a completely different standard for controllers. All engineered by Dave Boone and Joe Teixeira to buy off NATCA. What’s the difference? No matter how many errors a controller has or how unsafe they are: controllers have total immunity and cannot even be trained. Ask the FAA for a SINGLE case nationwide where retraining has occurred…

THE FAA'S DESIGNATED "BEST QUALIFIED CANDIDATES" ARE FAILING TO PASS BASIC SECURITY, BACKGROUND AND DRUG TESTS AT AN ALARMING RATE.
RECENT FAA ACADEMY CLASS HAD 67% DROP OUT RATE BEFORE CLASS EVEN STARTED FOR FAILURE TO PASS DRUG, BACKGROUND OR SECURITY TESTS.
New hire program “success” statistics:
1) Over 28,000 take BQ. 2) Only 2,200 “PASS” BQ. 3) ONLY 1,660 TAKE ATSAT (even though the FAA dropped the passing grade to below 20%). The FAA publically states all that took the AT-SAT passed (statistically impossible lie- if the passing grade is above 20%) 4) Recent background, drug and security failure rate of 67% in one sample class cuts rate further.
The FAA eliminated over 3,500 graduates and veterans with proven skills and experience for this failed social experiment.
The remaining people will attend the rigorous FAA academy where they WILL PASS if they give a good effort to learn the material (new FAA standard promulgated by ATO under Bristol and Teixeira) then they will be shuffled off to field facilities, despite any in-depth aviation knowledge, for real training.

Hey guys, I feel the discrimination pain of the Veteran CTI student whose story you posted today as well. I know this is a site geared toward the CTI demographic, but to piggy-back on the Veteran issue, I've applied to the FAA for RMC bids since '09 and have been turned-down each and every time, and I know it's not because of my resume. I have two CTO's, 6 radar (including CERAP) facility certifications (which include stupid busy fighter bases and places where Part 91, 121 & 135 ops were 90% of the traffic) both domestically and internationally, along with two combat deployments (not counting "contingency" deployments). I've been a certificated pilot since '01, have 500+ hours of PIC time, hold an FAA Class II with no restrictions, was a lead rep for the FAAST (FAA Safety Team), have an AAS in ATC, a BS from Embry-Riddle in Professional Aeronautics, a Master's Degree in Commercial Aviation, and am a disabled Vet with 10 points preference. Oh, I'm also an Assistant Professor of ATC at a CTI college. Thought you might like to know my little discrimination story.

Veteran Chris Schneider worked as an air traffic controller in the Air Force. He went back to school and earned a degree in aviation science from Mt. San Antonio College, carrying a 3.48 GPA. He passed the government’s aptitude exam(ATSAT).
But even though he can guide an F-16 onto a dusty landing strip, he is not a good candidate for air traffic controller and his application was rejected, according to the Federal Aviation Administration and his teachers.
He will have to re-apply in 2015, they said.
Schneider is one of thousands of college students in the U.S. spending hours staring into airplane-control simulators who are being turned away from jobs as air traffic controllers because they can’t pass a biographical questionnaire.
The new 62-question test was added as a screening device in January “in order to recruit a better qualified candidate,” said FAA spokesman Ian Gregor in a written statement. But aeronautics professors and one U.S. senator say the new FAA screening method is unfair to students studying under the old rules. It could lead to dangerous conditions for the nation’s air travelers if less-qualified men and women receive preference over college-trained applicants, they say.
“Under this new system, it is not very far off when we will have controllers who know less and less about the system,” said Steve Shackelford, a professor at Mt. SAC, the largest community college in the state, and a former air traffic controller.

I didn't pass the biographical assessment. Is there a mistake in either the test or scoring of the data?
